Strategic Planning

APHL assists Ministries of Health to develop and sustain an effective public health laboratory system, beginning with a strategic plan that reflects national health policy and priorities.

In Kenya, APHL contributed to development of the blueprint for the national laboratory system, the National Policy Guidelines for Medical Laboratory Services. The Guidelines have been approved by the Minister of Health, and implementation is now under way. The particulars of this document include:

• Implementation of management policies and procedures
• Authorizing essential human resources
• Defining the laboratory infrastructure
Currently APHL is collaborating with the ministries of health in China, Tanzania and Vietnam to develop strategic plans for their national laboratory systems

A strategic plan is essential to:

• Set consensus goals and objectives for laboratory services
• Develop strategic initiatives, timelines, responsibilities and ownership
• Establish authority, responsibilities, organization and resources for a laboratory network
• Establish effective monitoring systems to assure continual improvement of quality services
• Implementation of management policies and procedures
• Authorizing essential human resources
• Defining the laboratory infrastructure
