APHL promotes the critical role of public health laboratories in detecting and responding to all health emergencies. It sponsors training to increase the competency of preparedness staff, advocates for resources to sustain key programs and builds partnerships for a stronger public health system. Its goal is to ensure a nationwide network of safe, state-of-the-art facilities capable of effective emergency response to all hazards and staffed with personnel trained in leading-edge methodologies.

APHL develops training and tools to assist laboratories in preparing for, quickly detecting and responding to all health threats.

Partnership and Outreach Training

APHL collaborates with multiple partners, such as the Federal Bureau of Investigation (FBI), Centers for Disease Control and Prevention (CDC), Department of Defense (DoD) and the American Society for Microbiology (ASM) to develop and deliver training courses to laboratorians across the country.

Strengthening Laboratory Capacity

APHL collaborates on production of guidance tools that assist Laboratory Response Network member laboratories to strengthen capacity.

Continuity of Operations Planning (COOP) Guidelines

APHL created model guide​​lines to assist public health laboratories in developing a plan to assure continuity of operations during an emergency.

APHL collaborated with the RAND Corporation to develop and pilot test a laboratory specific COOP. The evaluation report, including the COOP tabletop exercise is available to APHL members. Contact emergency.preparedness@aphl.org for more information.

Packaging and Shipping​

APHL develops tools and resources to assist laboratories in the packaging and shipping of hazardous materials (e.g., infectious substances). 

Preparedness Funding Guidance Tools

APHL provides guidance to assist laboratories in applying for funding opportunities. Members may obtain the most current tools by contacting APHL's Preparedness and Response Program staff.

APHL Preparedness Training

In collaboration with the CDC, APHL convenes hands-on workshops to train Laboratory Response Network member laboratories across the country on protocols for detection of bioterrorism agents.
