APHL’s Laboratory Systems and Standards (LSS) Committee and staff have developed a check-list to assist with an inventory of laboratory freezers. The check list contains suggestions for points to consider when conducting a freezer inventory and ideas on how specimens or other items could be labeled.

Policy Guide for PHL Test Service Sharing
APHL published the Laboratory Efficiencies Initiative “Policy Guide for Public Health Laboratory Test Service Sharing” on April 7. Laboratory directors can use the Guide in exploring legal questions related to laboratories’ sharing test services with each other across states and other jurisdictions. Seventeen state laboratory directors generously offered information for the Policy Guide from their own experience. Accompanying the Guide are fifteen formal memoranda of agreement and contracts that state laboratories have adopted to make test service sharing possible which are accessible in the APHL
Member Resource Center. While focused at the state level, the Guide is relevant to all other jurisdictions as well.

APHL and CDC sponsored the Public Health Reports Supplement "Public Health Laboratory Systems: At the Crossroads." The 14 editorials, commentaries, and manuscripts focus on public health laboratory systems improvements and research.

Billing Status Report and Recommendations
There is increasing pressure on State Public Health Laboratories (SPHL) to bill for their
services as a way to replace revenue: many SPHL have seen reduced income from state
funds and federal grants. Seeking other sources of income is critical to continued operations
of SPHL at their current level. This report contains an overview of current SPHL billing capacity,
examples of successful SPHL billing processes, challenging aspects of beginning SPHL billing, basic billing processes, a list of recommendations, and a list or resources.

Informatics Self-Assessment Tool
APHL and CDC are introducing the LEI Informatics Self-Assessment (SA) Tool to the LEI and Public Health Laboratory community. The tool gives PHL professionals the ability to identify and plan for their required informatics capabilities, prioritize the use of existing resources, document and communicate these priorities to policy makers and monitor current informatics capabilities on an on-going basis.

A Practical Guide to Service Changes
APHL and CDC created “A Practical Guide to Assessing and Planning Implementation of Public Health Laboratory Service Changes” as a resource for assessing and planning laboratory changes to strengthen the public health laboratory system. Directors and managers of public health laboratories can use this guide as they assess and, if they so choose, implement changes in the models of their laboratories’ testing services.

An Overview of Legal Considerations
“An Overview of Legal Considerations in Assessing Multijurisdictional Sharing of Public Health Laboratory Testing Services” was created in May of 2012 as a resource for public health laboratory directors in assessing potential legal issues related to sharing testing services with other jurisdictions.
