The Association of Public Health Laboratories (APHL) Global Health Program has released this Request for Proposals (RFP) to solicit bids from qualified applicants to provide components for solar power projects in Zambia.

Project Duration

APHL expects that components will be ready for shipment to Lusaka, Zambia by April 30, 2021. Depending on Project needs and CIDRZ and CDC requirements, APHL may work with component suppliers to stagger delivery of the components.

Eligibility

This is an open and competitive process.

Anticipated RFP Schedule

The following dates are set forth for informational and planning purposes. APHL will communicate any modification to this anticipated schedule on APHL's procurement website (www.aphl.org/rfp) and via email to all applicants that submitted a letter of intent.

February 18, 2021 - RFP Issued

March 17, 2021 - All bids due to APHL by 5:00 PM Central African Time

March 26, 2021 - APHL announces awards and distributes contracts

April 30, 2021 - Estimated date that components are available for shipping to Zambia

RFP Questions and Clarifications

This RFP is designed to provide the necessary information applicants need to prepare competitive proposals for components requested.

Applicants are invited to submit questions and requests for clarification regarding the RFP. Such questions should be submitted to Sarah Snyder at sarah.snyder@aphl.org.

Questions and requests for clarification must be in writing and received by close of business on March 14, 2021.

The Official RFP Document will provide detailed information. APHL will post all RFP-related documents, current schedule information, and answers to submitted questions and clarifications on APHL's procurement site, www.aphl.org/rfp.  

Response Submission Deadlines

APHL will follow the anticipated RFP schedule unless otherwise modified on APHL's procurement site http://www.aphl.org/rfp. Applicants who submit proposals in advance of the deadline may withdraw, modify, and resubmit proposals at any time prior to the indicated deadline.

Final Submissions

Bids Due: March 17, 2021 | 5:00 PM Central African Time

APHL must receive complete applicant responses no later than 5:00 PM CAT on March 17, 2021.
