The Newborn Screening Technical assistance and Evaluation Program (NewSTEPs), a program of The Association of Public Health Laboratories, Inc. (APHL) intends to identify an awardee to maintain, enhance and support the NewSTEPs Data Repository and Website.  The website and repository should be dynamic to meet changing needs, with a focus on maintaining efficient data collection and management. APHL anticipates that the selected awardee will be contracted to provide services it renders over one year, with an option to extend additionally on a year-to-year basis for ongoing support, maintenance, and enhancements. 

NewSTEPs seeks to retain the services of an expert website developer to: 

  1. Maintain website security and accessibility;
  2. Rapidly respond to bugs and issues; and
  3. Design, build and launch new enhancements on an as needed basis.

This RFP provides a background of our organization and describes the purpose of the site, its desired functionality and specific requests relating to the proposal. We understand that details may be subject to change upon awardee recommendation and/or research of more optimal solutions. In your proposal, please feel free to suggest alternatives. The information requested includes a summary of relevant expertise, process, timeline and cost.

PROJECT TIMELINE:

  • RFP issued: October 15, 2024

  • Letter of intent due: 5:00 pm EST on October 31, 2024

  • Last day for questions: 5:00 pm EST on November 8, 2024

  • Final proposals due: 5:00 pm EST on November 22, 2024

  • Finalist presentations: January 6-10, 2025

  • Applicant notified of acceptance: January 17, 2025

  • Contract finalized: March 28, 2025

  • Meeting at APHL Headquarters:  Week of April 7, 2025

  • Work initiated on data repository and website: Week of April 21, 2025

Proposal Requirements 

To be eligible for selection, applicants must provide all information below no later than the Proposal Due Date specified in the RFP Schedule section. APHL will not consider any bid that fails to meet these requirements. Up to three finalists will be invited to meet with APHL after RFP submission.

Please provide a written summary of the topics below that does not exceed 20 pages. If you cannot adequately explain your processes within that space, you may include a supplemental appendix with more detailed technical or background information, but please ensure that all essential components are included in the main proposal.

  • ​Applicant Overview: Provide a general description of: 
    • ​The proposal must contain the full legal name of the authorized representative. The applicant must include the telephone number, email address, and business address of the applicant. 
    • ​Total years of relevant experience and experience working with data repositories and databases.
    • ​Qualifications of key personnel who would be assigned to the project. 
    • Project management system you use, how and how often you will communicate with NewSTEPs, and how you ensure continuity if staffing or scope disruptions occur.
    • ​​Include link(s) to portfolio/examples of past successful website/repository projects.
  • Ability to Complete the Project
    • ​Describe how you will address each item outlined in the scope of work, including your general processes for planning and implementing the work, and relevant capabilities or expertise. 
    • Describe the transition plan from the current vendor, including what documentation is needed. 
    • Will any work need to be completed by a third-party sub-contractor? If yes, list which tasks and how you will select the sub-contractor(s).
    • Identify any tasks that are either limited in quantity or excluded from your bid.
  • References: Applicant should include three clients, organizations or institutions that can be used as references. Selected references may be contacted to determine the quality of work performed, competency of personnel assigned to the project, etc. The results of the reference checks will be provided to the evaluation team and may be used in scoring the written proposal.
  • The information required for each reference should include:
    • Company Name
    • Address
    • Point of contact name, email, phone number
  • Training Plan: The applicant must include a training plan to include administrator/configuration training as well as user training. This should address training at initial implementation and any training necessary as a result of new development or APHL staffing changes. The applicant must discuss their plan for making a test environment available for user testing and validation.
  • Cost: Please provide a budget that outlines the hourly or flat rate to address bugs and enhancements, and what this will entail. Further, please outline any costs associated with additional maintenance, support, upgrades and long-term maintenance of the website/repository.
