Meaningful use is a set of standards governing use of electronic health records defined by the Centers for Medicare and Medicaid Services. Requirements for meaningful use involve criteria for public health reporting. Eligible healthcare providers and hospitals can earn incentive payments by meeting specific meaningful use criteria.
Implementation of meaningful use follows a three-staged approach. In stage 2, the following public health objectives apply:
- Successful ongoing submission of electronic immunization data to an immunization registry or immunization information system
(mandatory for eligible hospitals and professionals)
- Successful ongoing submission of electronic syndromic surveillance data to a public health agency
(mandatory for eligible hospitals/optional for eligible professionals)
- Successful ongoing submission of electronic reportable laboratory results to a public health agency
(mandatory for eligible hospitals)
- Successful ongoing submission of cancer cases to a cancer registry
(optional for eligible professionals)
- Successful ongoing submission of specific case information to a specialized registry other than a cancer registry
(optional for eligible professionals)
State Public Health Agencies (PHAs), which are strongly encouraged to support stage 2 public health objectives to improve response to public health events, have created sites listing the stage 2 objectives they support. Eligible profesionals, hospitals and other interested entities consult these sites for state-specific information on public health readiness to receive electronic data.
